As a former Commander of the Miami Police Department’s S.W.A.T. and Hostage Negotiation Teams, Dr. Socorro oversaw high-stakes operations, including dignitary protection, tactical missions, and critical incident management. His strategic leadership reduced operational costs while enhancing team efficiency and public safety outcomes. Over his law enforcement career, Dr. Socorro held multiple leadership roles, commanding units such as Personnel Resource Management, Communications, and specialized task forces, consistently achieving operational excellence and community impact.
Equally notable are Dr. Socorro’s contributions to academia and public service education. As the Dean of the School of Justice, Public Safety, and Law Studies at Miami Dade College, he managed one of the nation’s leading public safety training centers. He directed academic and professional development programs, including degree tracks, certification courses, and an assessment center responsible for promotional and entry-level testing. Under his leadership, the center secured significant contracts with public service organizations, developing, administering, and ranking candidates for promotions, ensuring transparency and equity in these critical processes.
At Indian River State College, Dr. Socorro further advanced public safety education as Dean of Public Service Education and later as Director of International Training and Programs.
